I suggest you to follow the steps below and check, if it helps:
Method 1: Troubleshoot
Windows 10 has a built-in troubleshooter to check and fix issues with hardware and devices. I would suggest you to run this troubleshooter to check if the issue is with your touch Screen. Refer these steps:
- Press Windows key +X, select Control panel
- Change the view by option on the top right to Large icons
- Click on troubleshooting and click on the view all option on the left panel
- Run the Hardware and devices troubleshooter
Method 2.
Try updating the Touch screen drivers from the manufacturer's website and check if the issue persists.
Follow the steps to update the touch Screen drivers:
a. Press Windows key + X key and click Device Manager.
b. Expand the Sound, Video and game controllers.
c. Right-click on the Sound card and click on Update driver software.
d. Restart the computer and check.
Try updating the Touch screen drivers from the manufacturer's website and check if the issue persists.

Unfortunately, we seem to be at cross purposes.
I have a PDF file. It is impossible to open these files in Internet Explorer. It never was in older versions of Windows.Equally, it is not possible in Widows 10.If you think differently, please try it for yourself and explain the actions I need to take.

To assist you better, I like to know; do you receive any error message while trying to open PDF files in internet explorer?
I would suggest you to clear Cache and Cookies of Internet Explorer 11 and check if it helps.
Follow the steps below:
- Press Shift + ctrl + Delete key on your keyboard.
- Mark check on cache and cookies and click on Delete button.

Thank you for yor reply. However.. we seem to be on different planets.
Can you please explain to me (and other readers) how to open up a PDF file in Internet Explorer.
IE is an internet browser, correct me if I am wrong but it does not have the capability to open up a PDF file. It would be like saying to open up MS-word in IE.
The new browser is called MS-Edge. This has a new function to display PDF files. But, as everyone knows, Edge can not save to the C-drive.
Before I upgraded to 10, I opened hundreds of PDF files (not, I repeat NOT in a web browser of any description). After opening and viewing my files , I would save them to my documents folder.
So, what this means, you may have VMs on a server platform or on several server platforms that are in the same broadcast domain. Asa 1000v trial license agreement.
I appreciate you are overloaded with questions and you have to give immediate, speedy & prompt answers but I would appreciate a constructive reply. Your suggestion about cookies, is just silly.

You say yourself that before you had Edge, you always could open pdfs in Internet Explorer and save them to your C drive. When you did this, you were opening them in Internet Explorer. When you open a pdf in Explorer, you will see a bar at the top with 'File Edit Go to Favorites' buttons. You can still do this. In Edge, there are three dots on the upper right. If you put your mouse on those dots, you will see an option to open in Internet Explorer. You will then see your pdf with the 'File--Save as' option at the top, as usual . If you do this once, you can then pin IE to your taskbar at the bottom, and stop using Edge entirely, as I have done.

Thank you for your response. You have highlighted an important issue for me.
To be clear, I never opened PDF-files in Internet Explorer.I opened them via IE.
I was in fact opening them in Adobe. I did not know the technicalities at the time; I was just clicking on a link and it worked. Switch to W-10 and it didn't.
As far as I know, most PCs ship these days with Adobe. So I can understand why there is so much confusion between MS and its customers on this issue. There are multiple unresolved threads on here and elsewhere about this very issue.
I imagine Microsoft do all their testing etc on boxes with only their software. No pun intended, but MS need to think outside their own box sometimes. Also, they should remember they do not have a monopoly on all software.
I do hope some from Microsoft reads this.

Microsoft Edge does, in fact, have the capability to view PDF files on its own without Adobe Reader being installed on the system. If you do a clean install of Windows 10, Windows 10 automatically sets Edge to be the default PDF viewer. True, it seems like cross-purposes to have an Internet browser also be a PDF reader, but I suppose it could be handy on systems without Adobe Reader or similar product installed.
The real solution is to install Adobe Reader on your Windows 10 and then when you click on a PDF file in the Edge browser, you get a Save As command when you right-click on the page. This works fine for me.
